Will my NDIS community access budget change on 1 October in Brisbane?

The October 2026 NDIS budget change does not alter every plan on the day. See the dates, affected categories and practical questions for Brisbane community access.

The short answer

If you use NDIS funding for community access in Brisbane, your support budget does not automatically change on 1 October 2026 just because that date arrives. The NDIA says reductions to two categories will begin when a new plan is approved or a plan is reassessed from 1 October 2026, or when a plan is renewed from 1 February 2027. The effect on your own plan depends on its categories, timing and support needs. Keep using your current plan according to its terms until the NDIA gives you an updated decision.

This guide is for participants and people they choose to involve. It explains what has been announced, how to prepare useful questions, and where to seek an individual answer. It is general information, not advice that a particular activity or amount will be funded.

What changed in the September announcement?

On 17 September, the NDIA announced changes to support budgets for Social, Economic and Community Participation and Improved Daily Living Skills. The Australian Government's explanation of the new legislation says the planned reset is 50% of allocations for social, civic and community participation and 10% for capacity building daily activities. These figures describe category allocations under the government policy. They do not tell you that your total plan, your actual spending, or every support will fall by those percentages.

The NDIA says the changes will roll through plans over time. A new plan or reassessment from 1 October 2026 is one route; a renewal from 1 February 2027 is another. The agency says some supports within those broad categories will be excluded and that it will publish a fuller list. Until that list and your own plan decision are available, avoid assuming a particular line item is in or out simply because of its name.

Guardian Australia reported on 19 August 2026 that disability advocates were concerned about the effect of broad reductions on participation. That concern matters for people who rely on support to get out, learn, work or connect. The current dates and details in this guide come from the later official guidance, which should take precedence when you check your own situation.

Does this mean I must stop an outing or change providers now?

No general announcement can answer that for you. The NDIA's legislation update says participants can continue using their current plans and supports as usual for now and that people affected by a change will be told what is happening. First check the dates and funding periods in your plan, along with the category used for a support. If you are uncertain, ask your my NDIS contact or plan manager for an explanation rather than cancelling a useful routine on the basis of a news headline.

Think of a regular trip from Banyo to a class, appointment or community group. The support worker's assistance, transport, entry fees and the activity itself may involve different arrangements. Ask what your plan currently funds and what you pay personally. Do not assume that a budget category change makes every part of that trip ineligible. Equally, do not book future support on the assumption that a current budget will stay identical after a new plan decision.

A five-step check before your next plan conversation

  1. Read the current plan first. Note its end date, funding periods, the relevant support category and any stated goals. If you cannot locate the figures or wording, ask the NDIA, your plan manager or a trusted supporter to help read them with you. Keep the written plan and any new NDIA notice together.
  2. List the activities that matter in an ordinary week. For a North Brisbane participant this may be a Banyo appointment, volunteering, visiting family, shopping or taking part in a local group. Record the support you use, why it matters to your goals, and which parts would be difficult without it. Focus on your real routine, not a generic list of outings.
  3. Separate what is known from what needs checking. Ask which support category each service is claimed against, what the current agreement covers, and whether any booking extends beyond your present plan. Ask the NDIA how the new determination and exclusions will apply if a new, reassessed or renewed plan is issued. Get a written answer where possible.
  4. Plan a conversation before changing services. You can talk with your support coordinator, plan manager or provider if you use one. Explain what participation you want to keep and ask what options fit your current budget and goals. Consider accessibility, travel time, your preference for individual or group support and any personal costs. A cheaper arrangement is not necessarily suitable; a group activity should be your choice where it meets your needs.
  5. Keep evidence of a significant change in needs. If your ongoing support needs or circumstances have materially changed, the NDIA's reassessment guidance explains who can request a reassessment and what recent evidence may be needed. A provider cannot make that request on your behalf merely because you consent. Ask your my NDIS contact for help with the right process if this applies to you.

Write down who answered, the date and any follow-up they promised. If a question concerns your individual funding, the NDIA and your actual plan are the authority. A provider can explain its services, pricing and agreement, but should not promise a plan outcome. The Australian Government funding guidance says the budget reset itself cannot be reviewed. A reduction alone does not qualify as a significant ongoing change for an unscheduled reassessment; a separate change in needs or circumstances may. Ask the NDIA about the decision and review options that apply to your individual plan.

What about essential daily support?

The NDIA says the announced reductions do not affect several essential supports, including help with eating and drinking, dressing, toileting, laundry, cleaning, medication, personal mobility equipment and specialist disability accommodation. It also identifies employment, disability-related health and high-intensity supports among exclusions. The full boundary between affected and unaffected supports is still being published. If your support combines activities, ask for a specific explanation of how your plan treats each part rather than relying on a broad label such as “community access”.

There is a separate proposed pathway for some participants who need continuous 24-hour disability support. The NDIA says it will give more detail. Do not assume that pathway applies to you or that it replaces the ordinary way to raise a change in circumstances.
